Gloria Chin is a seasoned HR practitioner with almost three decades of experience spanning a spectrum of sectors in the Singapore Public Service including public housing, tax administration and environmental protection. Her achievements cover strategic HR, talent attraction as well as diversity and inclusion. With a heart for low-wage workers, she has contributed substantially to fair employment and mature workforce strategies leading to her being conferred a Medal of Commendation by the National Trade Union Congress in 2019.
Prior to her current role overseeing Corporate HR and Corporate Services at the Ministry of Health (MOH), Gloria worked at the National Healthcare Group headquarters from 2007 to 2009 before she started up a new healthcare group, Jurong Health Services from 2009 to 2011. Gloria was five weeks into her current role when the first COVID-19 case landed on Singapore’s shores in January 2020. She steered the corporate functions under her to support MOH which led in the country’s successful COVID-19 pandemic response and management. This included the rapid ramp up and sustenance of workforce capacity and capabilities as well as workforce and workplace business continuity planning and management.
Outside of work, Gloria was an active community volunteer with the People’s Association from 2002 to 2012. She was also a Lead Assessor for Business Excellence Award certifications by Enterprise Singapore from 2004 to 2019. Today, she mentors NUS undergraduates who are keen in HR as a career and is also a mentor at the HR Managers Programme run by the Civil Service College. Gloria has been a member of the Singapore Public Service Division’s HR Talent Development Committee since 2018 and is also part of a small elite pool of Master HR Professionals, certified by the Institute of Human Resource Professionals, Singapore.
