Gloria Chin started her HR career with the Housing & Development Board and the Inland Revenue Authority of Singapore before moving to the healthcare industry. Following a stint at the National Healthcare Group corporate office, she started up a new healthcare cluster, Jurong Health Services as HR Director where she led in the smooth takeover of Alexandra Hospital in 2010 so that the previous team could open Khoo Teck Puat Hospital.

From July 2011, Gloria was HR Director of the National Environment Agency (NEA). Talent attraction and retention improved significantly even as the agency’s mandate widened amidst a backdrop of multiple crises such as haze and dengue. NEA swept more than 40 international and national HR awards and recognition in various HR domains under Gloria’s stellar leadership.

In December 2019, Gloria joined the Ministry of Health (MOH) five weeks before the country saw its first COVID-19 case. She directed efforts to quickly build up a large contingent workforce to support the Ministry’s on-going efforts in leading and managing the nation-wide pandemic response. She continues to review and adapt corporate strategies to sustain employee morale and wellness at MOH.

Outside of work, Gloria is the blissful Mum of two young adults and a teenager, She commits time mentoring undergraduates and HR talents and is also a member of the Public Service Division’s HR Talent Development Committee.
